The format is built on the Mattel card game UNO. It pairs two photos: a customizable UNO wild card offering a choice — do some sensible or emotionally healthy thing, “or Draw 25” — next to a photo of a man holding a huge, fanned-out hand of cards, implying he would rather take the absurd 25-card penalty than do the reasonable thing. There is no real “Draw 25” card in UNO, so the inflated number is itself part of the joke. While captioned UNO-card jokes circulated earlier (some as far back as March 2019), the dominant viral template dates to January 2020.

From there “Draw 25” became a staple template on Twitter, Reddit, and Instagram throughout January 2020, with the blank card endlessly re-captioned. Meme generators on sites like Imgflip and Kapwing added editable “Draw 25” templates, letting anyone drop their own dilemma onto the wild card, which kept the format churning well beyond its initial viral week. The man holding the oversized fan of cards — captured mid-game, resigned to his enormous hand — became the meme’s fixed punchline image, standing in for anyone who has chosen the ridiculous option.
